Onkyo HF Player app has upsampling (~192kHz) ability but when turning on it or "48kHz" mode, nothing can hear through ITM03 (though HF app recognized DAC and shows "192kHz"). If I turns upsampling off, the sound is back.
I asked Onkyo support and its developers worked hard for resolving this issue, but couldn't reach any solution.

Yes, I think that prompt is probably related to the same problem. The interesting part is that HF Player is clearly recognizing the ITM03 and reporting the higher sample rate, but the actual audio disappears only when upsampling is enabled. That makes it sound more like a compatibility issue in the audio path than a basic connection problem.
Onkyo HF Player does support 48 kHz upsampling and, with the paid features, higher rates, but that still depends on the connected DAC correctly accepting the output format. So the DAC showing “192 kHz” doesn't necessarily mean the whole chain is successfully passing audio.
Since Onkyo support already tried to investigate it, I’d probably leave upsampling disabled for the ITM03 rather than keep chasing settings. Normal playback working while every upsampled mode produces silence is a pretty strong sign that the ITM03 firmware/USB implementation doesn't fully agree with the way HF Player is sending those modes.
I’d also be curious whether other USB DACs work normally with the same iPhone and HF Player settings. That would narrow it down to the ITM03 very quickly.
